The borders, and the gap between the two borders, are 8 pixels wide. I should be at (16,16) of the viewport. You should be able to scroll this document (i.e., move the viewport up or down the page) but the fixed span in the upper left corner should stay right where it is.
If a yellow box appeared in the middle of that paragraph, with the text wrapping inside it, then that is a bug, and it should be marked as "The test line is drawn as an inline block" in the form below.
